In 2006, footwear products exports experienced a bumpy year. Italy detained Chinese shoes at the port from the beginning of the year. The EU imposed the six-month provisional anti-dumping duty on part of Chinese footwear products, and formally introduced a two-year anti-dumping duty of 16.5 percent on shoes made in China, starting from October 7.These adverse effects have been felt in Wenzhou, a footwear export powerhouse. It is learned from Hangzhou Customs that Wenzhou City exported 48 million pairs of shoes in 2006, worth of US $1.965 billion, with daily average of 1.315 million pairs exported around the world, up 10.41 percent and 26.04 percent respectively over the previous year, accounting for 44.21 percent and 62.9 percent of Zhengjiang total footwear exports in terms of volume and value.But such rosy scenery probably would not maintain long. According to Hangzhou Customs experts, in 2007 and for a period of future time, Wenzhou shoe export growth will be gradually slowed down, because of constantly coming constraints. Being influenced by the EU, Pakistan, Peru, Venezuela and other countries have also set up trade barriers against Chinese shoe exports. In addition, factors such as the appreciation of the RMB, workers losing, rising prices of raw materials also restricts shoe production. Experts suggest for the New Year, relevant industry associations should organize the enterprises to actively protest against the ruling, in order to win equal chances for Wenzhou shoe enterprises to compete in the EU market. In addition, footwear production enterprises should promptly adjust business strategy and constantly improve the quality of exported shoes, so to enhance their international competitiveness.
